7. The Beedi and Cigar Workers (Conditions of Employment) Act, 1966.  (Central  Act  w.e.f.   01-12-66)

Object This Act provides for the welfare of workers in beedi and cigar establishments and to regulate the conditions of their work. 
Applicability It extends to the whole of India and applies to all establishments which are manufacturing Beedi or Cigar. 
Licence for Industrial Premises Licence is compulsory under the Act.     Application  for  licence  shall  be  made  in  duplicate in Form –I along with details of premises to the concerned Assistant Labour Commissioner.  The licence fee is also there which ranges from Rs. 30/- to Rs. 3,750/- depends upon number of employees and also use of power as follows:

The workers are entitled for leave with wages, health and welfare and also regulated working hours. Penalties are prescribed under the Act for violations.

The Beedi & Cigar workers (Conditions of Employment) Karnataka Rules, 1969 – applies to whole State of Karnataka
